Welcome! I’m Matthew B. Scraper, a nonprofit leader dedicated to making a meaningful impact through effective, mission-driven work. Whether you're part of a secular nonprofit, a faith-based organization, or a place of worship, I'm here to offer my expertise as a Fractional COO, helping your organization thrive in today’s complex landscape.
My journey has been deeply rooted in both faith and service to my community. As a proud citizen of the Cherokee Nation, and an ordained elder in the Oklahoma Indian Missionary Conference of the United Methodist Church, I’ve been privileged to serve communities throughout my ministry. My faith has always guided my decisions and shaped my career, leading me to roles where I could combine spiritual leadership with practical organizational management.
After transitioning from a 20-year career in ministry, one of my most impactful roles was as the Chief Operating Officer at the Oklahoma Center for Nonprofits (OKCNP). In this position, I honed my skills in strategic planning, financial oversight, and capacity building. During my time at OKCNP, I worked with a diverse range of nonprofits, helping them navigate challenges and enhance their impact.
Building on this experience, I have had the privilege of serving as the Chief Operating Officer with Faith in Public Life (FPL), a national nonprofit dedicated to justice, equity, and community transformation. My work with FPL has allowed me to collaborate with leaders across the country and spearhead initiatives that align with my passion for social justice and community empowerment.
In addition to my roles in ministry and nonprofit leadership, I founded the Southern Hills Outreach Foundation (SHOF) to address critical needs within the Oklahoma City community. What began as a small effort to serve the homeless has grown into a robust outreach initiative, providing meals and support to hundreds of individuals each week. My experience with SHOF has deepened my commitment to community service and reinforced the importance of strategic leadership in the nonprofit sector.
Recognizing the growing need for specialized, flexible leadership, I’ve branched out as a Fractional COO, offering my services to nonprofits and churches alike. Whether you need support with financial oversight, policy development, human resources, or strategic planning, I’m here to guide your organization toward success.
I believe that every organization, regardless of size or budget, deserves access to high-quality leadership. Fractional work allows me to bring my expertise to a broader range of nonprofits, offering cost-effective solutions without compromising on impact.
I offer a range of services tailored to meet the unique needs of nonprofits and churches, including Implementation Packages and Monthly Retainers. These options provide the flexibility and support you need, whether you're tackling a specific project or seeking ongoing management.
When I’m not working with clients or on nonprofit initiatives, you’ll find me enjoying life on our small family farm in Mustang, Oklahoma, with my wife, Jennifer, and our two dogs, Gus and Taco. Living on the farm provides me with a sense of balance and inspiration that I carry into my work.
If you’re looking for a leader who understands the unique challenges of the nonprofit sector and brings a wealth of experience to the table, I’d love to connect. Together, we can build stronger, more resilient organizations that make a lasting impact. Thank you for visiting, and I look forward to the possibility of working together to achieve your mission.
Combining strategic vision with creative expertise, I’ve built a career dedicated to amplifying the missions of nonprofits and brands alike. With over a decade of experience in marketing, graphic design, strategy development, photography, videography, and content creation, I bring a multifaceted approach to every project. I specialize in visual storytelling, blending artistry and strategy to craft compelling narratives that captivate audiences, inspire action, and elevate causes.
My passion lies in empowering organizations to connect with their communities through authentic, impactful campaigns that not only tell their stories but also drive meaningful change. From brainstorming ideas to executing the final product, I’m committed to ensuring every project achieves its fullest potential and leaves a lasting impression.
I have years of experience designing visually impactful materials that bring brands to life. While working at the Center for Nonprofits and with organizations like the Kansas City Film Festival, I created everything from logos and brochures to full branding packages. My work with major brands like Apple, Sony, AT&T, Sprint, Visa, and XBOX has further refined my ability to develop cohesive visual identities that resonate with diverse audiences. Whether you’re a nonprofit looking to tell your story or a business wanting to stand out, I can craft designs that elevate your brand and leave a lasting impression.
Engaging your audience and fostering meaningful connections is at the heart of what I do. I've managed social media campaigns that boosted engagement and built community around important causes. In the film industry, I worked on campaigns for global brands, leveraging platform insights and creative content to maximize reach. I also supported nonprofits like the Boys and Girls Clubs and the Kansas City Film Festival, helping them connect with their audiences through tailored strategies. From content planning to analytics, I’ll help you develop a social media presence that drives results and builds relationships.
Crafting comprehensive marketing strategies is where my creativity and strategic thinking come together. I have developed and implemented campaigns that increased awareness and drove results. My experience extends to creating investor-ready materials for film projects and developing campaigns for brands like Sprint and Sony. Whether you need a multi-channel marketing plan or guidance on how to position your brand, I’ll help turn your vision into actionable strategies that achieve your goals.
High-quality visuals are at the heart of compelling storytelling, and I bring extensive experience in photography and videography to every project. Whether it’s capturing a moment that defines your mission or producing dynamic video content for marketing campaigns, I create visuals that not only resonate with your audience but also evoke emotion and drive action.

"The happiest people I've ever met, regardless of their profession, their social standing, or their economic status, are people that are fully engaged in the world around them. The most fulfilled people are the ones who get up every morning and stand for something larger than themselves. They are the people who care about others, who will extend a helping hand to someone in need or will speak up about an injustice when they see it." — Wilma Mankiller
